Mr. Bruce Mills, CPG, has over 45 years of experience providing geotechnical, construction QA/QC inspections and materials testing, and forensic services. His broad experience includes performing and supervising explorations, post-construction investigations, pavement design and analysis, materials consulting and testing, and inspections of existing structures and new construction. Mr. Mills has extensive knowledge of regional subsurface conditions and materials in the Commonwealth of Virginia and the Washington DC metropolitan area.

During the periods of Mr. Mills’ employment with private consulting firms and the Virginia Department of Transportation (VDOT), he provided on-the-project consultation on complex earthwork projects involving challenging conditions and/or unusual construction methods and/or materials, participated as a member of forensic investigation teams, performed roadway and pavement evaluations and design recommendations, and provided quality reviews. He performed pre-construction and post-construction condition surveys, evaluations of structures and proposed development sites, and participated as a member of Value Engineering teams. He is experienced in preparing programs that present testing and inspection recommendations for stabilizing and modifying expansive and/or unstable soils using lime, cement, or soil blending procedures.

Mr. Mills has performed investigations and provided recommendations for the design and construction of shallow and deep bridge foundations, roadway pavements and pavement drainage, roadway embankments, slopes, ponds and dams, and infrastructure including storm drain systems and sign and signal pole foundations. He has also provided consultation at active highway and roadway construction sites and rehabilitation projects. His experience includes designing and supervising forensic studies of failures, including pavement failures, slope failures, flood damage, and rock falls. He also participated as a member of the VDOT Bridge Scour Pilot Project team and as a member of the Virginia DCR Dam Safety Assessment team.
