Mr. Shaz Moosa, P.E., is the founding Principal of E.M. Tech. He has over 37 years of experience providing construction geotechnical, structural, forensic engineering, and QA/QC inspections and materials testing services, including Special Inspections and IBC/IRC inspections. Mr. Moosa has performed and/or managed these services for thousands of projects for federal, state, and local government agencies and private clients in the mid-Atlantic region. Mr. Moosa’s technical expertise includes explorations, investigations, studies, analyses, materials consulting, geotechnical and structural design, and inspections of existing structures and new construction. He has extensive knowledge of regional subsurface conditions and materials, and the requirements of building codes, local jurisdictions, the Commonwealth of Virginia, and the Washington DC metropolitan area.

Mr. Moosa served on the Fairfax County Geotechnical Review Board (GRB) for over seven (7) years, a volunteer position that requires recommendation and appointment by the Fairfax County Board of Supervisors. He provided comments and recommendations to the Director of Site Development and Inspection Division (SDID), Land Development Services. Mr. Moosa also served on the Board of Directors for the Washington Area Council of Engineering Laboratories (WACEL) and on several geotechnical and construction/development-related committees in Northern Virginia counties.

Mr. Moosa has managed and supervised the QA/QC services for numerous significant Design-Build Roadway projects, including the I-395 Express Lanes, I-66 EB Lane Widening, I-95 Fredericksburg Extension, I-95 Express Lanes – STE, Route 3 Improvements over I-95, and Route 1 North Improvements. Since 2009, Mr. Moosa has been responsible for, and has been in charge of, Special Inspections, QA inspections and materials testing, and engineering services for building construction and pavement reconstruction projects at the Dulles International Airport (IAD) and Ronald Reagan Washington National Airport (DCA) where he recently served as the Special Inspections Engineer of Record (SIER) for the Secure National Hall and the New North Concourse.
